This is not a published case, but the message is clear.

Note - cities do things until a court tells them not to. Some cities are calling every violation in the city a public nuisance. Some cities are starting out as an abatement, but then changing track and issuing a citation. It appears a city cannot issue a citation and then place a lien on the real property.
